Flowchart showing the steps to qualify as a CHamoru Language and Culture Teacher (CLCT) in Guam. The process includes submitting college transcripts to the Guam Commission for Educator Certification, receiving a referral, scheduling and taking the CHamoru Proficiency Exam through the Guam Department of Education CHamoru Studies and Special Projects Division, and determining eligibility based on exam results. Passing the exam qualifies the applicant to apply for employment and submit documentation to GDOE Human Resources; not passing requires additional preparation and retesting. CHamoru Language and Culture Teacher (CHLCT) Qualification Process Flowchart


 

  • Have you submitted your college transcripts to the Guam Commission for Educator Certification (GCEC) for review?
    • Note: Applicants must have completed at least 30 semester hours of college credits, including at least six semester hours of CHamoru coursework, to obtain a temporary certificate.

 

  • If Yes: Proceed to the next step.

 

  • If No: Submit transcripts to GCEC. GCEC will determine whether the applicant has sufficient credits to qualify as a CHamoru Language and Culture Teacher.

  • Did you receive a referral from GCEC to take the CHamoru Proficiency Exam?

 

 

 

  • If No: The applicant may not have sufficient college credits to qualify as a CHLCT and should check GCEC regarding credit requirements.

 


  • Did you pass the CHamoru Proficiency Exam?

 

  • If Yes: The applicant is qualified to become a CHamoru Language and Culture Teacher (CHLCT). Pick up test results from the CHSSPD office at the GDOE Central Offices, Tiyan Building B, Suite 317. CHSSPD will provide the original results and two copies. Keep the original, submit one copy to GCEC, and submit one copy to the GDOE Human Resources (HR) Personnel Division.  ---> Next Step: Submit a GDOE employment application, proficiency exam results, and transcripts to the GDOE HR Division. HR will provide a referral.

 

  • If No: The applicant is not currently qualified to become a CHLCT. We highly encourage applicants to continue studying, seek coaching, practice regularly, and retake the proficiency exam.

** Applicants may submit employment applications and transcripts to the GDOE HR Division before taking the proficiency exam; however, proof of passing the CHamoru Proficiency Exam is required before HR can issue a referral.
