GDOE Officials Meet with USDOE Regarding Transition Plan

TRANSITION PLAN

As a result of being placed under the high risk designation for 14 consecutive years, and the added external pressures of local funds being utilized to fund the TPFA, it was imperative for the GDOE to establish clear benchmarks toward exiting the high risk designation. As such, the GDOE Superintendent, key GDOE officials, and the TPFA met with the US ED in November 2014, to discuss the development of a transition plan in order to reduce the scope of TPFA duties. The result of these discussions led to the review of the following sections of the CCAP to determine the actions needed for a transition to occur: Time Distribution Report (TDR)’s, FMIS, Internal Control (IC), Procurement, Property Management (PM), SOPs, and Indirect Costs. Two types of risks associated with the transition plan were identified; procedural and human capital deficiencies.

The Superintendent assembled a leadership team to spearhead these efforts and drive the completion of required tasks contained in the CCAP. Dedicated resources have been assigned to each transition work plan team. Initiative owners consists of one local/federal employee and one third party liaison. The Transition Plan is intended to be a detailed procedural plan intended to streamline the requirements in the CCAP.
