Buenas yan Hafa Adai! 
The Guam Department of Education (GDOE) has adopted the Positive Behavioral Interventions and Supports (PBIS) framework as a means to promote positive academic, social, and emotional health of students guided by the GDOE Board Policy 380 to create the K-12 Character Education Framework in accordance with the Guam Code Annotated (GCA) Title 17, Subsection 4121, Character Education.

The premise of the PBIS framework is to create a safe, effective and positive learning environment for every child by explicitly teaching school-wide behavioral expectations. Research has proven that schools are successful when they help students grow academically, socially, and emotionally. We would like to express our gratitude to the Student Support Services Division, for the development of this PBIS Guidebook as a means of supporting and guiding our island's respective schools with the implementation of the PSIS framework.
