Mission Statement:
The mission of the PFCOP is to provide schools and families with adequate support in meeting the varied needs of children in the most effective manner and to promote the importance of parental involvement in education.

Program Goals:

  • To provide social services to meet the holistic needs of students and families thereby promoting educational success.
  • To assist with the social transition of immigrant families and ensure that students meet school entry requirements.
  • To encourage parents/guardians to participate in a meaningful way in their children’s education.
  • To facilitate and strengthen communication and interaction between families, school and community.

WHO DOES THE  PROGRAM SERVICE.

The program services any at-risk students or school-aged children and their families in the Guam Department of Education. Definitions or characteristics of At-Risk students/children can be found in the PFC Outreach Program SOP.

HOW DOES THE PROGRAM WORK:

 The PFCOP team is composed mainly of a social worker (SW), a community program aide (CPA), and an on-call interpreter/translator.  The team also networks with other PFCOP teams, DOE services providers, public agencies, and community  organizations to coordinate social services, as well as provide information to families to utilize towards improving the quality of their lives.

 Examples of services provided are: assisting parents with obtaining public assistance and medical coverage; providing information on educational services; advocating for the student; and coordinating workshops for parents and their families. Such as:

  • Alcohol & Drug Abuse
  • Driver’s Education Information
  • Employment basic training
  • Job search for high school students during summer break
  • Parenting issues
  • Parental involvement in children's education
  • Proper health & hygiene
  • Proper study habits
  • School enrollment policies and procedures
  • School rules and regulations
  • School services
  • Student discipline procedures

The PFCOP team accepts self-referrals as well as referrals from any school personnel and other public agencies as appropriate.
