Baby PictureThe Guam Early Intervention System has been developed to promote the greatest possible outcomes for infants and toddlers ages 0-3 years of age who have developmental delays and/or disabilities or may be at risk for delays due to medical or environmental factors.  In order to take advantage of the services and supports available, however, families need to know about the program and how to access these resources! 

Whom should I refer?

  • Infants and toddlers with delays in one or more developmental  area(s): cognition, adaptive, communication, social/emotional, and/or physical (including vision, hearing)
  • Infants and toddlers with a diagnosed physical or mental condition that has a high probability of resulting in developmental delay – e.g., hearing or vision impairment, down syndrome or other chromosomal abnormalities, central nervous system disorders, effects of toxic exposure, failure to thrive…
  • Infants who have a history of significant biological or medical conditions or events have a greater chance of developing a delay or a disability than children in the general population.
  • Infants and toddlers whose caregiving circumstances and current family situation place them at greater risk for delay than the general population.

What prompts a referral?

  • You or the parent of an infant or toddler have concerns or suspicions about the child’s development, either through observation or by conducting a developmental screening.

How are referrals made?

  • Complete a Referral Form. (See Attachment)
