Guam Public School System Preparing to Create FMIP

(Hagåtña, Guam) The Guam Public School System in conjunction with the U.S. Departments of Interior & Agriculture are involved in an ambitious undertaking to develop and implement a Financial Management Improvement Plan (FMIP).

The recent history of the department and its financial practices going back four single audit years prompted the U.S. Department of Education to place it on the list of high risk grantee status. Since last year, according to a USDOE review, the school system has made great strides to become more accountable, however, more still needs to be done.

Through the assistance of the Department of Interior and USDA, Public School System personnel have been meeting with consultants to facilitate the department in the creation of a strategic plan to develop goals and objectives to improve the department’s business and accounting practices. These goals and objectives are to guide Guam Public School System as to where it going and how it’s going to get these detailed action plans in place; such as tasks, times, and when created, how is the plan to be implemented.

A draft proposal is to be presented this week with a final plan expected in the next two weeks. Past history and concerns have prompted the department to seek a new vision for the future in its financial management and seek the path to get there.
