PHILOSOPHY

            Guam is a multi-lingual and multi-cultural society.  All children, regardless of their home language of background, have the right to an education which will allow them to assume the full responsibilities and rights of citizenship in the community.  Language is the foundation upon which all learning occurs and English is the medium of instruction on Guam.

           

The ESL/LOTE Program focuses on the development of English communication skills in an environment that treats language as whole, real, authentic, and interesting.  The four skills necessary for effective communication in English-listening, speaking, reading, and writing-are addressed in this context.  Attention must also be paid to promoting the higher order thinking skills of ESL /LOTE students.  English and academic proficiency are developed within an atmosphere of respect for the native language and culture of the students.  Every effort must be made to integrate ESL/LOTE students into the regular classroom as quickly and completely as possible.  

 

DISTRICT GOALS

 

 GOAL 1:  To ensure the appropriate ESL/LOTE curriculum and materials are selected, developed, utilized, and evaluated.

 GOAL 2:  To provide ESL /LOTE training to administrators, Instructional Staff, and Non instructional personnel.

 GOAL 3:  To identify students who are not proficient in English

 GOAL 4:  TO provide a program for LEP students that develops their academic skills to a level where they can participate fully in the regular curriculum.

 

SCHOOL GOALS

GOAL 1:  To develop a comprehensive instructional program that meets the needs of all LOTE students.

 GOAL 2:  To assist all English language Learners to attain English proficiency through the core content areas and develop high levels of academic achievement through quality instruction.

 GOAL 3:  Increase parental involvement in the LOTE Program

 GOAL 4:  Ensure the progress of English Language Learners and the success of the LOTE program is evaluated on a yearly basis. 

GOAL 5:  Promote the ESl / LOTE program as a positive learning environment for L2 Learners.
