Focus Area 1 - Stakeholder Involvement: Policy & Curriculum Alignment

Goal 1: To increase the quality of teacher preparation at the University of Guam.

Objective 1: To revise Guam’s Initial Certification Standards for initial certification and align them with teacher preparation programs.

Outcome: By August 2006, Guam will adopt and implement certification standards that are standards-based and will facilitate the re-design of teacher preparation programs to align with the standards.

Measure: Certification standards published in board policy and on GPSS website.

Objective 2: GPSS will develop standards for review and approval of teacher preparation programs based on research-based practices, and thereby, increase student achievement.

Outcome: By September 2006, GPSS will implement a standards-based review and approval process for teacher preparation programs.

Measure: Teacher preparation programs reviewed using revised approval process.

Goal 2: To develop and implement high-quality alternate routes (AR) for initial certification designed for individuals that already have a degree and want to prepare to teach, thereby ensuring student achievement.

Objective 1: To research alternate route programs for post-graduate certification in teaching.

Outcome: Research results used to create AR standards for pre-service teachers.

Measure: Use of Alternate Route standards for Alternate Route option for pre-service.

Objective 2: To develop an alternate route option for post-graduate certification in teaching.

Outcome: By August 2007, an Alternate Route Program will be available to non-traditional pre-service students.

Measure: The number of students enrolled in the Alternate Route Program.

Goal 3: To ensure continuous progress in enhancing teacher quality in the GPSS by promoting ongoing stakeholder involvement through structured opportunities for dialogue relevant to reform issues.

Objective 1: To establish a group to serve as the vehicle for obtaining feedback on the Project.

Outcome: Stakeholder group established to provide update and feedback on Project.

Measure: Governor’s Commission on Teaching Excellence selected as stakeholder group and determination of meeting schedule.

Objective 2: To update and disseminate information on the progress for enhancing teacher quality that results in student achievement.

Outcome: By December 2005, Guam will have created structural opportunities for ongoing dialogue and collaborative work among stakeholders to enhance teacher quality.

Measure: Annual reports, activities posted on the website, Commission meetings, research paper.
