Mission To provide support services to schools in program development, implementation, improvement, evaluation, and to encourage responsive and innovative approaches to education. Operating Principle We believe programs are the heart of school improvement because it encompasses curriculum, training, budgeting, monitoring, and evaluation. Fiscal Year 07/08 Grants The Guam Public School System consolidates 19 programs into a single grant entitled “Consolidated Grant to the Insular Areas” and administers the grant under the No Child Left Behind Act, Title V-A, Innovative Programs. The total is grant award for FY07/08 $21, 921,048.69. GPSS also administers the Robert C. Byrd Honors Scholarship Program. The total grant award for SY 07/08 is $60,000.00. Total number of public school students benefiting is approximately 31,000. Total number of private non-profit school students benefiting is approximately 2,000. Number of participating public schools is 37. Number of participating private non-profit schools is 16. Division Services The division oversees education reform curriculum improvement programs for public elementary, secondary schools, and private non-profit schools. The division exercises administrative control of funds and programs. Over 90% of funds flow directly to the schools and students. We provide supplemental funds to schools to fulfill their improvement plans and ideas. As part of the national education network, the division stays abreast with state of the art educational research and practice, and keeps the school system current. We guide program managers, project directors, principals and teachers through a structured process for planning, implementing and evaluating school improvement programs. This experience strengthens their management, leadership, and teaching skills. We procure employment and material resources essential for the district and schools to improve student academic achievement and the quality of educational services. We provide technical assistance in training and professional development to program managers, project directors, teachers to enhance and strengthen their leadership and teaching methods. The division also provides eligible private non-profit schools the opportunity to receive funds under Title V-A.
Duties and Responsibilities
STATE EDUCATION AGENCY (SEA) Administrator: Oversees the planning, implementation, coordination, and evaluation of approved Consolidated Grant, Title V, Part A programs; oversees program related research, data analysis and evaluation; monitor programs for fiscal and program accountability; maintains communication with federal project officers to ensure compliance with program criteria, manages activities aimed at placing validated effective educational programs in schools; assists schools in determining their academic needs; review and approve school improvement plans, identifies funding, and monitors implementation; ensures that federal and local reports are submitted in a timely manner, and assists in responding to program audit findings.
Program Coordinators: Direct the planning, development, coordination, implementation and evaluation of approved Title V-A programs; provide program technical assistance to key department personnel, school staff and faculty; monitor program activities to ensure compliance with Title V-A guidelines and policies; review, analyze and approve program budget request(s); direct program related research, data analysis and evaluation; establish and maintain communication with off- and on-island counterparts to ensure compliance with program criteria; review applications or proposals for new or continuing programs for efficacy, budgetary requirements and needs, and program design conformance; assist in the preparation of reports for local and/or federal authorities.
Administrative Assistants: Assist the State Monitors in the preparation, implementation and monitoring of assigned projects, programs and related activities to ensure compliance and accountability with Title V-A guidelines and policies; assist State Monitors in the review, preparation and maintenance of program reports and budgets; prepare, review and monitor program requests for stipend/vendor payments, requisitions, travel and work orders; provide assistance in the collection, analysis and reporting of program data; provide technical assistance for program related activities; responsible for the establishment, maintenance and control of program records.
LOCAL EDUCATION AGENCY (LEA) Program Coordinators: Provides technical assistance in the planning, development, coordination, implementation and evaluation of approved Title V-A programs to LEA’s; provide to LEA’s assistance and review, analysis and approval of program budget request(s); assist LEA’s on program related research, data analysis and evaluation; establish and maintain communication with off- and on-island counterparts to ensure compliance with program criteria; assist LEA’s on the review of applications or proposals for new or continuing programs for efficacy, budgetary requirements and needs, and program design conformance; assist in the preparation of reports for local and/or federal authorities.
