Introduction - Building Capacity in our Schools

The Guam Public School System is committed to its pursuit of excellence in teaching and learning in the classrooms.  Next to the parent, we know that the teacher is the most influential person in a child’s learning experiences.

This Professional Development Program will provide opportunities for educators to attend national conferences or institutes in the various content areas of study to help expand their repertoire of instructional skills so they can better respond to individual student’s needs, enliven lessons and help students master new skills to have all their students achieve at higher levels.

Professional Development Opportunities

Mission

  • To provide an opportunity for outstanding, experienced educators to assist in education improvement initiatives;

  • For educators to enhance their professional knowledge and skills; and

  • To improve classroom instruction.

Goals

  • To implement a teaching strategy and/or skill that contributes to the improvement of classroom instruction

  • To focus on content area presently teaching or education reform or pedagogy:

    • language arts/reading,

    • math,

    • science,

    • social studies,

    • English language learners

  • To demonstrate a direct impact on students

Who Can Apply

  • Certified, permanent, full-time K-12 school teachers, school nurses, and school counselors employed in the school system for 3+ years

  • Teachers, nurses, and counselors committed to returning to their teaching, nursing or counseling position for 2 years following the award

  • Teachers, nurses and counselors willing to be active members of a cadre of trainers who will provide technical assistance and/or professional development training in the area trained to other colleagues in the school system

  • Teachers willing to document how they incorporate the learned instructional strategies into their classroom teaching and what impact the strategies/knowledge had on their students’ learning

Selection Process

  • Interested individuals must submit an application to the Division of Curriculum and Instruction at least 3 months prior to Conference date

  • Supporting documents (Letter of Recommendation, Verification of  Employment, Teaching/Nursing/Counseling certification) must accompany the application

  • A selection panel comprised of teachers, administrators and central office personnel will rate the application and make recommendations

  • Recommendations/nominations will be submitted to Superintendent of Education for final approval

  • Letter of selection will be given to awardees.

Criteria

Teacher applications will be judged against the following criteria:

  • Application requirements and supporting documents are complete

  • “Best practices” instructional strategy currently practicing in the classroom is described clearly and completely

  • Assessment instrument used in the classroom is clearly explained and provides evidence of success

  • Plan of action is well planned and timelines are included

Counselor and nurse applications will be judged against the following criteria:

  • Application requirements and supporting documents are complete

  • “Best practices” program currently implementing in the school is described clearly and completely

  • Assessment instrument used for this program is clearly explained and provides evidence of success

  • Plan of action is well planned and timelines are included

Application Deadline

  • Three (3) months prior to the Conference for which you are applying

  • Submit to Division of Curriculum & Instruction, attention, Eloise R. Sanchez, Associate Superintendent, at Tiyan, Building 13-34, Third Floor, Quad “P”.
